Actually, do you know that during the team partnership application, Chinese teams were asking for Riot to be included in the Pacific League, because of the game not being out yet! They were asking! Not Riot forcing them!

But Riot knows that the publishment of the game in China would come soon, and it would be much more beneficial considering China's major potential both in and out of the game's market for them to have a separate region/league.
