Can someone tell me why he is not allowed to play in Tokyo?

Apparently it has to do with the fact that he was not one of the players EG thought would bring to the events since riot didn't let them bring all 10 players. He basically has no passport, he wasn't ready for this

He moved from Russia when he was 10 using a green card, and didn't have a passport. When franchising locks happened, he wasn't their 6th player then; he was just part of EG's 10-man roster, so they didn't prioritize getting him a passport because they thought he wouldn't play. He ended up playing obviously but by then it was already too late to apply for a new passport as a US citizen.
