I don't think so. Ozizi (CR's owner) said they've met all the requirements but still didn't get accepted because of an unexpected reason from RIOT (ozizi didn't explain the exact reason why they got dropped)

I remember before lock//in someone said that CR players don't want to leave for DFM because they get more money or some other reasons.
I feel not all of it is the org's fault
