I genuinely think harbor will be good on Lotus. The wall works great for the shape of the sites, the bubble has plenty of places it works well in, the pushwall is just the right size for taking and retaking sites, and his ult covers all 3 sites completely
he will probably be a secondary controller but I think he will be played often

You have to have decent positioning and utility usage to live longer than 15 seconds as neon

might be a hot take but i think harbor is in a similar place as yoru was during the update that introduced his clone, meaning he's not meta necessarily, but he's a really good pick for comp. I was able to climb with yoru pretty easily even when he was an F tier agent and that's because no one knew how to play against him. same goes for harbor, i believe the element of surprise along with taking the time to learn his kit will help people climb.
as for professional play i believe he will be picked over viper as a secondary smoke if that's the team comp (like how bind meta was two controllers), but not as a primary smoke.
