there should be a way to minimize the difference and make it more fair. probably too expensive for them though.
just don't be surprised if you get mostly (or only) NA teams on NA franchise in a short term. it'll not be because of NA supremacy, but advantages created by own Riot.

I mean LA is just the better place to do something like this, there’s not much to do about it, North LATAM teams are gonna step up too and that’s just collateral.

Still can’t really complain this month since you’re gonna have the entire world on your servers for a month, a month key for development of tier 2 teams this season right at the start of the year and before the tournaments, but long term wise yeah, you’re right, only way of compensating is with LANs in LATAM

This is one of the biggest points why i think franchising is a bad fucking idea with the NA/BR/LATAM model.

I hope they reach a point where LATAM/BR get their own league.
