The most hilarious thing is that they won't even tell anyone wtf he said, as it's clear as a day it was not a "communication" a callout or any cheating, but probably a stupid meme instead, and it would be apparent that it's just a desperate to not lose TeamSheepMinds' fans' viewership in the group stage. mexican teams are eligible for latam north, but you can play in na with 2 player not from na. also in seven's case I believe he might be counted as local since he lives in na (I think, not sure)

yeah your example is exactly why nationality doesn't count. imagine you move to a country for several years, have perfectly assimilated into their society, and pretty much plan to stay for the rest of your life, you just can't get the citizenship because say it's difficult for foreigners to get a citizenship in the country. and then you simply couldn't participate in a tournament because you are not a citizen. it just doesn't work like that

for the qualifiers, at least that's what the rules were last season, you could join any of the 3 qualifier no matter if you had 0 russians or turks, I think there was a Turkish team in the EU qualifier this time around as well - Digital Athletics

and about xeta, this specific ruleset only applies to emea, but if something like that came to fruition in na or korea, i think they'd follow the lol example, where players stop counting as imports after playing and residing in the region for 3 years, so xeta would not count as a local player in NA just yet.

say that 3 years would already have passed and he was considered a na local player, and he decided to move back to korea, I think he'd be immediately considered as a local player in korea

I don't think nationality matters too much in this, local players are defined as Locally Trained Players, which indicates their long-time residence, or playing for teams from that region for a longer period of time would make you one, instead of your nationality.

also even if thry got relegated from vct, which I highly doubt, they definitely wouldn't be getting a sub just to play in the cis vrl. they're a british org and already have 3 players, a coach, and more staff that make them eligible for vrl northern, so I'm 99% sure they'd just play there
