no, the reason why riot has made it 5 for NA is so that latam and BR get slots too. if you combine the total playerbase across both of the americas, then surely there is a larger population of people that play valorant compared to that in EMEA. However, if riot were to give more franchising slots to the americas, then it would be very controversial, hence this is what we have. I don't think you can compare 3 out of the 5 only NA teams being put on the same side of the bracket to having 3 of the best teams out of 10 EMEA teams on the same side of the bracket.
