china franchised too early and has a lot of paycheck stealers but in tier 2 its open curcuit the actual best players and best coaches will come out on top. and RA is genuinely the best in china you can say im crazy now but they are playing better than literally every T1 china team during split 2.
because tier 2 doesnt have paycheck stealers like tier 1.
