There is a lot more to that, but overall there is probably like 15 NA players worth more than Derke. Ange1, Zyppan, Shao and Suygetsu were all worth around half a million total. There are NA tier 2 buyouts that high simply for 1 player

Well they would have to go back to VCL after the 2 years until 2026/2027 (Not completely sure at the moment). Riot can only give or take away the franchise spots every 4 years. Basically in 2026/2027 Riot will decide which ones if any of the 2023, 2024, 2025… etc ascension teams have performed or brought something more interesting to the league than the partnered teams

If you ascend this 2023, in 2025 you must go back to VCL until 2026/2027 if Riot decides to promote you then

Orgs need to have their own offices at the city. This is a long term thing. For example in EMEA Riot wanted to do the league in Barcelona but since most teams already had their offices on Berlin because of LEC they asked for it to be Berlin instead so they didn’t have to get new ones
