Guess you can see it both ways, either way, there is a financial stability test that's needed and Riot can totally reject a team if they see it fit
Not exactly, players from an affiliate team can move between both teams almost freely, kind of like an NBA 2way contract if you know. Famsii this year has been the only example I believe, he played with both UCAM and GX at the same time. Money tho that does depend so it could be very little to none or quite a lot
