The numbers come from the end of champs to the start of the leagues. Also, the teams are the ones making the roster changes. They are the ones to blame for their own shortcomings.

Teams had 7 months to get in their best form and still had problems during the season. They were given ample opportunity to to be the best version of themselves and they couldn't even do that with more than half a year of prep.
