Can RU players get Visa?

If Teams like M3C who has majority of RU players qualified for Masters, can they even get Visa? Most EMEA teams will be affected by that, but M3C is the only one who has more 3 RU players. Other teams can find subs. If M3C can't make it, 4th team will be selected or the place would be empty just like BREN?

But what happens to their spot? As Masters is only a month ahead of Challengers, how can RIOT prepare VISA for another team at the very end unless they prepare it with those 3 teams. I hope M3C discussed this with RIOT otherwise they are wasting someone's spot in playoffs and Masters.
