What is VRL exactly, its motive, and it's being exclusive to a certain region? If there is a launch link with some article to read that would be nice.

VRL is the regional league system in EMEA. It's divided in 8 regions. After Stage 1 there are "VCT Promotion" with 8 winners of eachs VRL and bootom 2 in EMEA League, where the top 2 is promoted in EMEA League.
