Aren't Flor and Governor both imports?
Flor is GC import they are special
flor doesnt apply to import rule due to being game changers player i believe
gc players are exempt from the import rule
Gc players don't count so they have a higher chance of being considered though rn I wish it wasn't the case because I don't believe governor is worth importing at all
