agent kits and pro play

do the devs consider casual play or is it a fuck off to casual players who dont watch vct? The iso changes and deadlock changes are just a tone deaf response by riot with dealing with their kits and tuned more to pro play. Im hearing that yoru is going to get nerfed too, which is pretty much a pro play meta issue. I used to play viper on bind etc but now I cant pick her since ranked are full of retards doing their own thing and I cant pickup my orb. Do they consider these aspects when tuning a kit or am I being wrong?
