Not really, I doubt the money they make from people buying agents is that much. I think they release op agents to get more people playing and more people to come back as it causes more drama and more news for the game.

Hes gonna have an orbital laser like brimstones but instead it recharges every 25 seconds, is double the size of brimstones ult, and moves around the site.
