some team went 2nd, 2nd, 2nd with the 1st place being a different team each time (depressing asf), would this consistently 2nd place team be counted as best team of the year?

Depends on dominancy, if the team wasn’t dominate in their runs then possibly no, but them being consistent adds a lot.
I'd honestly say so.
2024 TH and 2025 FNC did the same.
Definitely having a win has much more weight but a consistent good showing also shows a good level of dominance
