Let's just assume the allegations are true (could be false or there might be more)

1. both are minors?
   According to google, 19 is the legal adult age (can be wrong)

2. age difference is within 1 year?
   Someone said that but I didn't see a source

3. sex without a condom is consensual?
   That's what I see from the wording

If the "non-consensual ejaculation" happens with above conditions, I seriously don't consider it a serious outrage.
