Riots response to Russia in Ukraine basically killed off the region and any orgs interests in the game. Pretty evident when EMEA doesn't have a single CIS franchising org.

I think Riot are purposely suspending any CIS orgs operating for the indefinite time
once things settle down they might give them their own tier 2 league

There are some orgs in T2 scene, in a few different regions, that have a full CIS rosters. Even in VCT, GiantX roster for example, is mostly Russian
