All countries from cis are geographically located in Europe so yes cis is eu. Except for maybe Russia but 75% of russians live in the European part and not the Asian so I would consider russia also part of eu

geographically most of the CIS valorant players are from EU and ukraine and belarus are fully in EU, but i guess this depends on how riot wants to separate the regions
