its preference and personnel. some teams might prefer the attack fire power over cypher. also why would chet make demon1 play cypher over his best agent.

end of the day, if he puts some time into playing raze and learning how to path with it, learning the satchels,, etc he can make it work,
actually he make it looks good now because of his insane rifling ability this guy aim is superior

i dont think so, Victor looks like the only player who can play cypher on NRG but he's also the best raze player which is the best duelist on split.. I legit think they are going for the double duelist comp which i dont think is the right choice
