Bro ge is not the richest org in India and they spend in very controlled way even in other eSports title. They still could have built good lineup. But the player around whom they wanted to build the lineup left so no point in spending too much money and face issues in near future.
Also og and enigma lft val mainly due to poor revenue.
Sa val for now is all about heavy losses.
