Can some1 explain the Chinese Evolution tournament. Is it a qualifier to franchising? If so does riot not pick any of the Chinese teams?

IIRC Top 8 of the Circuit will play China Ascension. But not sure why teams like EDG, FPX and BLG that are pretty much confirmed in franchising are playing it

Sometime after Act2, teams will be selected for the CN ascension tournament and winner will be added for CN partnership league system.
