just be perma sarcastic

choose a target fanbase (brazilians are always good they would die for their teams)

say something untrue but borderline believeable about a team or player, so that they feel the need to defend x player or team

keep on arguing and digging deeper until they resort to personal insults

bait achieved!

you need to hit a sweet spot between the "bait" and the "believeableness" of those bait, so you need to make a bait that is good enough to bait someone but not outrageous enough for ppl to just "ah this is bait"

basically you need to be convincingly dumb, and you need to know the insecurity of the fanbase of the teams/players/region that you wanna bait
