If the winning team only gets franchised for one year does that mean they won't be able to qualify for the next year. And does it mean an existing franchised team will be replaced?
because that's what a franchise league do, Riot make a deal with these teams to play in the league, teams will get financial security due to their teams will always play in the tier 1 level no matter how bad their actual team is while Riot gets the clout, the impression, and the viewers that these orgs bring
Basically 1 team per region ascends every year and after 2 years get's out this stays this way until 2026
Starting 2026 2 teams start ascending having a total of 14 teams per region by 2028 (no plans for after 2028)

nope there's still gonna be ascension every year, so in 2024 there's gonna be 11 teams and in 2025 there's gonna be 12 teams, and then in 2026 that year the ascension tournament gonna send TWO teams to the league, so it'll be 14 teams there

Here is the explanation my friend. Hope it’s clear enough
2023: 1 team ascends (11 team league)
2024: 1 team ascends (12 team league)
2025: 2 team ascend, 2023 team is relegated (13 team league)
2026: 2 team ascend, 2024 team is relegated (14 team league)
2027 and on: 2 teams ascend and the 2 teams that ascended 2 years ago (2025) are relegated (14 team league forever)
10 Current franchised teams do NOT descend, only reason to be kicked out is if Riot manually decides to. So basically every 4 years, Riot has the right to kick any org and replace it with someone else (Most likely teams that ascended during those 4 years and perform well will be highly considerated by Riot to replace current orgs who don’t perform)
