How a player counts to what region will already be part of the offical riot rules,
if what they define as part of a region isn't playing most of their games in that country then they have no reason to change that for them regardless of that fact
the players and org already knew this going into the ascension tourney so other teams might've gotten more non-apac players if they knew that an exception would be made for players who have mostly played in apac, this is therefore unfair to the other teams
