Are you able to access VLR from china? and can many chinese even speak english?

I assume most chinese flags are like japan; fake flaggers or chinese-americans

Is this true?

Here in hong kong there's basically little to no internet restrictions but mainlanders can't access VLR if they don't use a vpn. And also VLR is probably unknown in the mainland anyway 💀

Actually, there's quite a number of Chinese users that have knowledge of VLR. I think most of the Chinese teams access VLR often, to my knowledge
