I'm assuming you got phished and you gave away your password with OTP and now, your email and mobile no. Linked to the Steam Account have been changed too?
DW, just follow these steps:

Go to login page and click on forgot password.
Then on Steam Support page select My steam account was stolen and i need help recovering it.
Then in the next page, go to the bottom and select Reset My Password.
Then just follow the instructions i.e. Your previous linked email and mobile no. And provide a little description of what actually happened with the link that scammed you.
Also you can attach any steam game purchase receipt with it ( can find it in your email ).

Then just wait for like 2-3 hrs, you will receive an email.
Steam support is actually pretty fast and responsive, GL.
