actually yes, "not an import" would be the right answer
because Riot would look at the country/island from a geographical perspective, rather than an administrative/political perspective, since the competition would have to take place within a server that covers the regions geographically

seems like there aren't any import rules public open for VCT.
but seems like it could not count as an import since I found something similar in the leagues lower than VCT IL:
