If you played in vct before you are eligible. Zekken can play because he was in xset before if not he would have to wait. Also vcl and vct have different age requirements: 16 for vcl and 18 for vct.

I think the rule states that if a player has played VCT before then he would be able to play in franchising. Example would be Zekken. If Zekken wasn't playing then then he would have had to wait. And you said that Monyet was allowed but Elite wasn't. Thing is Monyet did play in VCT last year up until LCQ right, Whereas Elite played a lot of VRL so that's why Monyet is playing franchising but Elite isn't. But since Elite is 17 next year he'll definitely be a pickup in any of the turkish teams with this guy's skill

The minimum age to play in VCL is 16
The minimum age to play in VCT is 18, only exceptions are the players who competed in VCT last year being 17 when this rule wasn't approved. Which basically are players like Alfajer(17), Zekken(18 since march) or Less(18 since February).

Monyet played tier 1 last year, therefore he applies for the exception, Elite does not
