Why only Rasyans in Scandinavia servers?

I play scandinavia servers (Stockholm) for best ping and always get lobby full of 4 Rasyahs, maybe sometimes someone from finland or sweden but rarely, why this? Rasyans not part of scandinavia right?

finland isn't scandinavia either but i get ur point, it's just that there's a lot of people in russia
