Still at that level you are dead if they shoot heads anyway, so why not. On the defender side you are most likely facing vandals.
On the attacking side however i would not use it since defenders spam smokes more with phantom
Well if you consider his role as a lurker/anchor it makes sense.
On defense his shooting through smokes/cages.
And lurking is about surprise and timing so it does not matter much.
If he was playing more of an entry role like a first one on site he would play vandal probably.
