do they have IGLs in league? are they just as mechanically gifted as the others or is it similar to FPS games where their brain is big but can't aim?

yes most teams have a shotcaller/shotcallers

not really. based on the teams i know (damwon-showmaker(mid), t1-keria(support),drx-beryl(support), geng-peanut (jungle)
generally its kinda your coach or your jgl making "calls". the game sorta only has like fights and 2 objectives to coordinate as a team around. besides that its like minor things like asking your nearest teammate to help shove a wave or get vision. calls take place over a span of like 3 minutes, setting up the map to be favorable, and then executing on whatever objective you want to capture
