i think teams need to submit a roster by then but they can still change stuff after

just 5 out of the 6 players. Got till early february to finalise the final 6th player.

No they can still made changes just Riot needs the initial six man

the purpose of the october 15th deadline is to make sure you have a roster that can travel to, and work in, the host city of your region. after that, orgs can make changes until february but they are responsible for making sure that their new players have the necessary permits.
