What's holding C4lypso back from being on tier 1?

Honestly a tier 1/1.5 level talent, as he consistently frags out on cypher and was even quite good on the early envy team which was solidly tier 1. Is he being held back by his matchfixing past? Idek if that's the main reason why since Rise got rid of C4lypso, but not Shanks who is also a notorius match fixer.

My SPECULATION is is that ESIC has concluded that c4lypso IS a matchfixer and has provided rise with all the proof and all that stuff. I think shanks who is also an accused matchfixer isn't dropped off because ESIC hasn't concluded that he's a matchfixer yet. I do believe ESIC has not made this information public.
