Chinese teams can attend all 4 intl. events in 2019 (2 Master equivalent, National Cup and Worlds) at offline venue while at the same time PUBG PC has never got approved in China since Day 1 until today (They eventually won the most recent Worlds while the game isnt even officially made legal by the regulation in 2021).
