We can raise the only example that is PUBG PC. Chinese teams can attend all 4 intl. events in 2019 (2 Master equivalent, National Cup and Worlds) at offline venue while at the same time PUBG PC has never got approved in China since Day 1 until today (They eventually won the most recent Worlds while the game isnt even officially made legal by the regulation in 2021).
VALORANT China is in the same spot as PUBG PC. Can Played, Not fully legal nor true illegal, does have entry to the competitive eco

EDIT: The cons of game not approved meant you can Host LANs, BUT you are not allowed to have any public crowd attending at all.

The game isn't officially released in China yet but that doesn't mean EDG's participation is illegal. They got invited to the LCQ by Riot.

I mean LoL's MSI had Chinese team, but they were playing from China and didn't fly to South Korea LAN. It had to do with Covid restrictions IIRC but don't know are they relevant for Champions.
