Not exactly, they have to pay a franchise fee to get into relations to be accepted from there riot does work with the teams but im not sure if its direct stipends.
so makes sense there aren't that many teams selected in Valorant compared tot LOL
yea riot is fully relying on the org to put up the effort in val compared to LoL where the fee is just a ticket straight to the final round of franchising where riot holds all the cards

LOL : 117 teams in 12 "first division"

So sad that the season ends in September tbh. I hope Riot really allow companies like ESL and Blast to hold events
due to the fact franchise has no entry fee, there will likely be alot of expansions as the scene grows
