why?
cause they are poor in circuit points and in the shop you need to be top 8 in richness of circuit points
but at the same time, for oce, they have like no circuit points and yet order qualifies for apac. i think it should be the same tbh
OCE literally had a circuit point standing and ORDER won through the Championship that was seeded by those local OCE Tour points
