Neon on Icebox

Isn't neon underwhelming on Icebox especially compared to other options like raze or a common no duelist comp.
Is it because Optic knows victor is comfy on icebox but why not go for typical no duelist comp instead cuz victor is good with kayo as well

It's definitely a surprise pick, but she does have some cool tech, like that stun on pipes was pretty cool
