He is an official rep from riot. Either he is just making a PR mistake or he just leaked the info early.

To be fair APAC in iceland comprised of only SEA, so technically it's kind to say two slots is enough

yeah but it was a 15 team tourney, they confirmed 2022 will only have 12 teams in masters 1 and 2. only champions will have 16 teams.
