The upper final is bo3 to keep it consistent so teams only have to prep for 3 maps. The upper final still has impact on who qualifies and It would be unfair to have teams prep for a bo5
Brazil is BO5 too. I thought every region was Bo5. By the way, the decisive match wasn't the last round that FPX and FNC qualified?
