How would this make any sense?
4th and 5th place go directly to stage 2 challengers, while 6th place has to play in the promotion tourney with all the VRL winners to get into challengers. No team would want to get 6th instead of 4th or 5th.

Every team strives to play in VCT, it's what BIG grinded qualifiers for... While I agree that format is shit (only 5 games for BIG per this split), it's still not a reason to drop down to the lower division.

Teams who remain in the league will collect more VCT points and will at least go to EMEA LCQ at the end of the year.

You really think competing in DACH against tier3 is better?
