How tf does APKS have 2 imports?

Does Flor or Governor have any european citizenships or how r apks able to have one Korean/American and one Vietnamese/Canadian, when the limit for imports is 1 per team.

gc players dont count as imports

gc alumni don't count as imports

GC players dont count as import

According to Riot's rules, flor doesn't count as an import because she came from GC, and so Governor takes up the import slot

Weird rules I know, but it is what it is

Rule based game where GC has upper hand than import can’t do anything about it and until the performance is there it should be fine
