In theory, Russ isn't an import since VCL can only have a max of 2 imports. Since Russ chooses India as his residency in vct. He's able to play with GE even though they have polvi even with the max 1 Import in all of the partnership league

That’s theoretical only possible bcz Indian gaming sector is unregulated. If govt officially recognises it as sports tmrw VLT will have to bench one bcs in India PIO, OCI etc aren’t allowed to play as Indians.

It’s exactly like S8UL’s slot drama it is technically within rules but not so ethical.

Russ' parents or maybe grandparents were Indians and now he has got OCI from govt.
It allows a non-Indian to live in India for indefinite period without having a proper citizenship. (This is what I understood from the online articles, if you find any flaws then pls correct me).
