Will these maps be played during Kickoffs or after?

During

Well, technically both, but I digress

So teams only have like a week to practice and find the right meta/comp and compete in Kickoffs, and only 2 teams from each regions who finds and plays the meta/comp the best will go to Bangkok?
Need more time in general to get accustomed to the maps with agents nerfs/buffs in my opinion.

Teams should already be prepping for and even scrimming on Lotus/Fracture. This is the reason why Riot is letting people know about map rotations ahead of time

They said they'd be doing a map pool change every act from now on. So for pro, it'd most likely look like this: https://i.imgur.com/lzIF7M4.png (green lines are map changes)

Seems dumb to change the map pool between stage 1 groups and stage 1 playoffs (and right before champs)

Hope they just do the changes every split which would make the most sense hence why it probably wont be that way.

Same map pool kickoff + Bangkok
Change
Same map pool stage 1 + Toronto
Change
Same map pool stage 2 + Paris

With the agents nerfs/buffs included as well or just the maps? Or both?

I don't have the link but they did say they're doing it every act

Jan-Feb: Kickoff + Bangkok
Mar-Apr: Stage 1
May-Jun: Stage 1 Playoffs + Toronto
Jul-Aug: Stage 2 + Stage 2 Playoffs
Sept-Oct: Champions
Nov-Dec: GC Champions

The only thing I'm unsure about is whether or not Stage 1 Playoffs will be on the previous map pool or not, since it is in very early May

That I'm unsure of. It'll probably be different depending on the patch and how major it is, if I had to guess
