This is absolutely true, and riot has confirmed it before. They are actively trying to do this, think of jett then vs jett now

They are scared of another Chamber situation. But I find it funny how everyone thinks the agent is OP on the teasers and ends up being ass. Kinda like that boss battle meme and is actually shit once they are on your side

they are progressively making util worse as the game goes on. Good change bc it allows for the addition of more agents to feel less suffocating and people also generally get better as the game ages

its just really frustrating to have all your mains constantly nerfed to unplayability
