I honestly doubt harbor will be good enough to take over vipers spot as a secondary controller. Unless you're talking about him being a primary controller which I about even more. His util just isn't good. It doesn't have any other capabilities other than walling shit off.

I still think breach works well in a decent amount of cases

The devs did say they were working on extensive buffs for him, so I'm just hoping they'll make him good enough to be able to fill that kind of role

My changes for harbor would

Make high tide longer in length
Have the cove stay up even when broken
Remove the cascade and add a horizontal wall that is basically a sage slow.
No slow on teammates.

I really hate the cascade and think it's useless in most situations. I don't think the horizontal slow wall would be a good ability either but I don't have time to think.

if you play the same comp youll get completely counter picked easily, even the standard ascent comp started to get caught at the end of last season, doesnt matter if it looks good on paper when you have double duelist running it down on you with 0 practice on it because nobody plays it

Haven will be a Neon map.
