Production wise, very true but Pacific Ascension is hands down the one with the best talent and strongest teams.
Americas and EMEA Ascension is a joke this year as opposed to last year.

Tournament should've originally been in Japan, so this is just a last resort for Riot

you need an special visa to play on stage in japan, some teams couldn't get it so they moved
