So before that a person is dumb enough not to understand that the thing which says" ye ye, you can spend small and win BIG" doesn't sound like something which wants to rob you of your shit?
This is more of an opinion than a fact.
But I think it's not necessarily people being 'dumb', maybe like 30% gamble for the first time, already knowing the consequences. But the other say 70% of people are victims to their own emotions, usually gambling ads/casinos try and play to peoples emotions, and emotions are inherently irrational. Usually they prey on people already going through tough times, and make people think 'it can't get worse from here, so I might as well gamble since I have nothing to lose'.
